### Responsibilities
As a Civilian Pay Technician in Fiscal Service you will review and reconcile various types of pay and leave transactions involving Title 38, Title V, and Federal Wage System (FWS) pay and leave systems and special salary tables such as Title 38 physicians, registered nurses, and physician assistants. The incumbent reviews personnel documentation for proper application of pay regulations; maintains employee payroll accounts requiring regular and recurring application of pay and leave laws, rules, regulations and agency policy regarding overtime, differentials, holiday, special rates, premium pays, allowances, debt collection, etc. You will audit and resolve cases that involve pay discrepancies occurring over several pay periods and/or periods of service. You will review errors/actions and make corrections, verifying the accuracy of authorizing documents, reconstructing payment history for the covered period, determining the amount of overpayment or underpayment, and taking into account any benefits and taxing authorities involved and use the proper procedure to disburse or collect the payment. You will code pay data for employees based on differing cost appropriations. You will review accuracy of the Time and Attendance records covering a variety of appointments and employment situations under various leave and pay systems that vary greatly in benefit entitlements. You will create and assign tours of duty and new Time and Leave units. ### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2018.
**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a** GS-06**position you must have served 52 weeks at the** GS-05**and for the the **GS-07**you must have served 52 weeks at the **GS-06**. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
**Selective Placement Factor**: This position includes a selective placement factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position: **Ability to maintain a typing speed of 40 wpm or greater.**
You may qualify based on your experience as described below:
**GS-6**
Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation at the GS-6 grade level. Examples of specialized experience would typically include, but are not limited to: performing payroll duties such as coding, adjustments, collections, withholdings, and timekeeping, under an automated system covering a variety of pay plans, usage in days, hours, and part time hours to include utilizing an extensive set of rules, regulations and directives pertaining to time and leave and payroll procedures.
**There is no educational substitution for the GS-06 grade level.
GS-7**
Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation at the GS-7 grade level. Examples of specialized experience would typically include, but are not limited to: performing payroll duties such as coding, adjustments, collections, withholdings, and timekeeping, under an automated system covering a variety of pay plans, usage in days, hours, and part time hours to include utilizing an extensive set of rules, regulations and directives pertaining to time and leave and payroll procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
**Physical Requirements**: The employee performs sedentary work while sitting comfortably. There might be some walking, standing, bending, or carrying of light items. The incumbent works in an adequately lighted and ventilated office environment. There is also a high level of stress due to demanding deadlines and the high degree of accuracy
**Note**: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

**Receiving Service Credit or Earning Annual (Vacation) Leave**: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
The **Career Transition Assistance Plan** (CTAP) provide eligible displaced VA competitive service employees with selection priority over other candidates for competitive service vacancies.
